Location: To be stationed at Middestad Building, Pretoria Central, but functioning in the whole municipal area of the City of Tshwane

Annual all-inclusive remuneration package: R2 508 253 (minimum); R2 568 451 (lower); R2 630 094 (midpoint); R2 693 216 (upper); R2 757 853 (maximum)

Offer of remuneration (either on minimum, lower, midpoint, upper or maximum) will be determined by competencies, qualifications, experience and knowledge.

Appointment in this position will be on a permanent basis and will be subject to signing an employment contract and performance agreement, as well as disclosing financial interests.

Appointment requirements

  • A relevant bachelor’s degree in Electrical Engineering (NQF 8) and a relevant degree in business or commercial management (NQF7)
  • Registered with the Engineering Council of South Africa (ECSA) as a professional engineer
  • A postgraduate degree in Engineering, Business or Commercial Management will be an added advantage
  • 12 years’ experience in a management position, of which at least five years must be at senior management level
  • Demonstrate strategic understanding of technical, commercial and corporate support functions
  • Good knowledge and interpretation of policy and legislation
  • Good knowledge of performance management
  • Good governance
  • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000)
  • Ability to make high-risk decisions of a long-term and strategic nature
  • Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007 as published in Government Gazette 29967 of 15 June 2007, will be an added advantage, but the incumbent must comply within the prescribed 18-month period
  • No criminal record (excluding previous conviction(s) related to political activities in the previous dispensation) and candidates will undergo security vetting
  • A valid Code B driving licence
  • Must undergo a competency assessment

Primary function: To provide leadership in managing the Energy and Electricity Business Unit towards sustainable growth, innovation and excellence in delivering energy solutions for the City of Tshwane. The incumbent will be subject to legislated context responsibilities, national standards and the directives of the City Manager, and exercise control over the following key performance areas with the aim to maintain an impartial, accountable, transparent and efficient Energy and Electricity Business Unit within the City of Tshwane:

  • To deliver strategic capability, leadership and management, strategic operational management and strategic financial management for the following services:
  • Electricity planning and development
  • Energy business
  • Distribution operations and maintenance
  • Quality, safety and environment
  • Shared services: Financial management, customer relations and commercial services, corporate support services and shared technical services
  • To deliver governance, ethics and values     
  • To deliver strategic performance reporting, strategic risk management and strategic project management
  • To ensure legislation and policy implementation
  • To ensure effective stakeholder relations
  • To deliver audit and assurance management services
