Job purpose

To be responsible for the execution of the strategic planning function within the Water and Sanitation Infrastructure Planning and Implementation Division, which encompasses the development of policies, integrated development planning, water services planning and master planning, in addition to capital budgeting (capex)

 

Appointment 

requirements

An appropriate three-year career-related tertiary qualification (national diploma or degree) in BEng, BSc Engineering or BTech Civil Engineering (Water or Urban) or in a study field related to the position
At least eight years’ relevant working experience in a water and sanitation infrastructure environment

Managerial experience will be an added advantage

Professional registration with the Engineering Council of South Africa will be an added advantage

Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage

A valid Code B driving licence

Computer literacy (advanced Excel) and knowledge of SAP

Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost

Primary functions

Manage and participate in the execution of the strategic planning functions for water and sanitation service provision

Provide financial management for the division in compliance with legislation and corporate procedures

Monitor and report on project progress to top management

Integrate business information systems and compile information for the Integrated Development Plan, Water Services Development Plan and business plan management

Ensure the development of policies, service standards and regulatory requirements for water service provision in compliance with legislation

Liaise with government departments and other stakeholders to ensure continuous communication and interaction with regard to municipal water and sanitation provision

Execute generic management functions
