Job purpose

To adopt and review procedures to enhance the execution of the policy which affects financial, revenue management and service delivery-related processes to ensure that revenue management system applications comply with the legislative requirements

 

Appointment 

requirements

An appropriate three-year career-related tertiary qualification (national diploma or degree) in Accounting, Financial Management, Internal Auditing or Financial Information Systems or National Diploma: Public Finance Management and Administration (SAQA Qualification ID No 49554) or any other financial study field related to the position

At least eight years’ relevant working experience in property validation

Managerial experience will be an added advantage

Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage

A valid Code B driving licence

Computer literacy (advanced Excel)

Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost 

 

Competency requirements of the post

Good written and verbal communication skills; advanced management skills; ability to work under pressure; basic background of property law and principles; advanced knowledge of the Local Government: Municipal Property Rates Amendment Act, 2014 (Act 29 of 2014); basic knowledge of other legislation relevant to local government; ability to cope with stress

 

Primary functions

Oversee the design of new procedures and programs

Implement problem seeking and solutions, and enhance programs and procedures

Oversee and approve the testing and approval of system changes

Liaise with customer care and service delivery units on process requirements

Train officials and communicate new procedures and system changes

Provide SAP batch process assistance and monitor the successful completion of programs

Conduct SAP system changes and investigations

Identify, report and fix issues and bugs on the SAP system

Execute ad hoc queries to assist in management reporting

Handle enquiries from SAP users

Compile monthly and weekly reports and statistics

Oversee year-end procedures

React to auditor reports

Supply information to auditors in order to enable them to compile audit trails

Provide training to all SAP users

Oversee that tariff changes have been implemented

Calculate, update and test applicable tariffs in SAP

Prepare for workshop sessions, such as working with representatives to define a common going-in position

Complete the necessary documentation as listed in the work plan

Identify and document detailed user procedures

Manage customer care SAP processes

Monitor and control the section budget so that income and expenditure are in line with Council requirements
