Job purpose

To manage and control the City of Tshwane’s treasury operations, including cash flow management, banking, investments and financial controls, ensuring optimal liquidity, compliance with legislation and the safeguarding of financial resources in line with applicable regulatory frameworks, such as the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003)

 

Appointment 

requirements

An appropriate three-year career-related tertiary qualification (national diploma or degree) in Accounting, Financial Management, Internal Auditing or Financial Information Systems or National Diploma: Public Finance Management and Administration (SAQA Qualification ID No 49554) or any other financial study field related to the position

At least eight years’ relevant working experience in a treasury, financial management or accounting environment

Managerial experience will be an added advantage

Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage

A valid Code B driving licence

Computer literacy (advanced Excel)

Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost 

 

Competency requirements of the post

Good written and verbal communication skills; advanced management skills; ability to work under pressure; basic background of property law and principles; advanced knowledge of the Local Government: Municipal Property Rates Amendment Act, 2014 (Act 29 of 2014); basic knowledge of other legislation relevant to local government

 

 

Primary functions

Oversee daily cash management processes, including cash positioning and liquidity planning

Manage municipal bank accounts, including reconciliations and controls

Monitor cash inflows and outflows to ensure sufficient funds for operational and capital commitments

Ensure efficient execution of payment processes and adherence to internal controls

Develop and implement short- and long-term cash flow forecasts

Manage municipal investment portfolios in accordance with approved investment policies

Optimise returns on surplus funds while maintaining capital security and liquidity

Monitor compliance with legislative and policy requirements governing investments

Establish and maintain effective internal controls within treasury operations

Manage relationships with financial institutions and banking partners

Prepare and present treasury reports (cash flow, investments and bank reconciliations)

Identify and mitigate financial and liquidity risks

Monitor exposure to interest rate and credit risks

Ensure safeguarding of municipal funds through sound treasury practices
