Job purpose

To execute financial risk management functions to support financial reporting

 

Appointment 

requirements

An appropriate career-related tertiary qualification (three-year national diploma or degree) in Public Financial Management, Accounting, Finance or Economics, or National Diploma: Public Finance Management and Administration (SAQA Qualification ID No 49554) or any other financial study field related to the position

At least eight years’ relevant experience in a financial management environment in local government

Managerial experience will be an added advantage

Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage

Proficiency in SAP and experience in the Municipal Standard Chart of Accounts will be an added advantage

Computer literacy

Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost

Good written and verbal communication skills; advanced management skills; ability to work under pressure; basic background of property law and principles; advanced knowledge of the Local Government: Municipal Property Rates Amendment Act, 2014 (Act 29 of 2014); basic knowledge of other legislation relevant to local government; ability to cope with stress

 

Primary functions

Monitor and control the section budget so that income and expenditure are in line with Council requirements

Execute financial risk management functions to support financial reporting

Use systematic and formalised processes instituted by the City to identify, assess, manage, monitor and report financial risks to ensure the achievement of the City’s objectives

Keep informed of the economic status of components that will have an impact on the City’s objectives
