Job purpose

To oversee the management of the end-to-end revenue cycle, ensuring that financial systems are optimised, ensuring compliance with relevant legislation and maintaining accurate timely financial reporting

 

Appointment requirements

An appropriate three-year career-related tertiary qualification (national diploma or degree) in Accounting, Financial Management or Financial Management Systems or any other study field related to the position

At least nine years’ working experience in a financial environment of which at least four years should be at managerial level

Advanced SAP proficiency or advanced knowledge of municipal financial systems will be an added advantage

Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage

A valid Code B driving licence

Computer literacy

Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost

Accounting: Establish appropriate accounting systems for the organisation and ensure that the rules of GRAP and other good accounting practices are adhered to

Budgeting: Establish and manage credible budgets within legislative, political and administrative mandates

Financial management: Drive the optimisation of the City of Tshwane’s financial management through the use of standard operating procedures

Financial reporting: Identify the overall objectives of financial reporting, the specific information needs of stakeholders and the general information needs of others

Organisational awareness: Understand the key drivers in the sector and the City of Tshwane and apply this understanding to meet service delivery objectives and challenges

Planning and organising: Plan activities within specific time frames and then execute these activities according to plan

 

Primary functions

Be responsible for ISU Revenue projects and ISU Revenue authorisations

Manage and coordinate support for revenue business issues

Oversee, manage and coordinate support for ISU Revenue business issues and the operational services matrix through the implementation of ISU Revenue systems, policies, procedures, quality assurance, relations management and service assessments

Be responsible for the smooth and successful transition of solutions with minimal disruptions as well as the establishment and management of ISU networks

Be responsible for bridging the gap between finance operations, revenue generation and technical infrastructure

Manage and coordinate revenue information system support issues and activities

Coordinate training interventions

Ensure the coordination of all internal and external communication regarding system changes, implementations and general communication

Identify and define immediate, short- and long-term objectives

Execute generic management functions
