Job purpose

To effectively manage and control the administration of external short- and long-term loans and investments as well as the cash flow of the City of Tshwane

 

Appointment 

requirements

An appropriate three-year career-related tertiary qualification (national diploma or degree) in Accounting, Financial Management or Internal Auditing, or National Diploma: Public Finance Management and Administration (SAQA Qualification ID No 49554) or any other financial study field related to the position

At least eight years’ relevant working experience in a financial management environment

Managerial experience will be an added advantage

Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage

A valid Code B driving licence

Computer literacy (advanced Excel)

Knowledge of SAP will be an added advantage

Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost

Primary functions

Monitor and control the section budget so that income and expenditure are in line with Council requirements

Manage assets within the section

Obtain quotations and liaise with financial institutions regarding the most beneficial long- and short-term borrowing and investment options

Call and lead meetings with City departments and financial institutions in order to finalise all requirements regarding the granting of loans and investments of City cash funds

Compile reports for approval by Council regarding the granting and restructuring of loans and investments in terms of relevant Council policy and government legislation as well as the cash flow requirements of the City

Manage and control servicing and administration regarding all long- and short-term loans and investments

Manage and control daily, monthly and annual cash flow according to the approved policy and in accordance with any statutory requirements

Manage and control financial year-end closing processes regarding loans and investments

Receive and reply to external and internal auditor enquiries

Manage and control internal and external loan and investment reports

Manage and control monthly reconciliations of all loans and investment accounts
